I. DISCRIMINATORY ENFORCEMENT
OF THE ‘COMPULSORY
EDUCATION LAW”
A. Relevant Provisions of the Law :
1. The “Compulsory Education Law, 5709 - 1949”,
as amended, stipulates inter alia that :
(a) “Compulsory Education shall comprise all
children of the ages from 5 to 13 years inclusive
and all adolescents who have not completed their
elementary education” (Section 2-a) ;.
(b) Parents of a child (or an adolescent, as de-
fined above) shall be under a double duty: first,
“to effect” the registration of the child or adoles-
cent with the appropriate “local education author-
ity” (Section 3-a); and, secondly, “to ensure that
such child or adolescent regularly attends a recog-
nized educational institution” (Section 4-a) ;
(c) Similarly, the State is under a double duty :
to provide education to the child or adolescent
